(a) No sidewalk shall be repaired, replaced, realigned or otherwise changed unless a permit is obtained from the Director of Public Service and Properties. Fees for permits shall be in accordance with the following schedule:
(1) One dollar ($1.00) per lot for sidewalk repair;
(2) One dollar ($1.00) for sidewalk construction or replacement not in excess of 250 square feet and three dollars ($3.00) for each additional 250 square feet.
(b) Engineering services furnished by the City relating to this section shall be paid by the applicant in advance where feasible, or with a bond or cash posted in the estimated amount to repay the City the actual cost of such services.
