Six months following the completion of any work under any permit issued pursuant to the provisions of Section 701.03 and the compliance with all mandates of this chapter and the fulfillment of all orders of the Municipality thereunder, the Building Commissioner shall issue a warrant to the Finance Director to return the excess of the cost to the person who made the deposit. If the deposit is insufficient to reimburse the Municipality, as herein provided, the Building Commissioner shall certify the deficiency to the Mayor who shall thereupon notify the applicant of the permit of the deficiency and proceed to collect the same from the permit applicant.
