(a) No person shall operate or maintain an abortion service without a license issued by the Cuyahoga County Board of Health acting for the City. The Board of Health may revoke such license if it finds, after a hearing, that the abortion service has failed to comply with this chapter and such failure of compliance has materially affected or will materially affect the health of the patient.
(b) The annual fee for the license to operate an abortion service in the City shall be five hundred dollars ($500.00).
