An abortion service shall:
(a) Be staffed so as to provide adequate medical, nursing and ancillary personnel on the premises;
(b) Be supervised by a physician in charge who shall be a qualified obstetrician as previously defined and who shall be responsible for:
(1) Setting the policies and procedures pertaining to abortions and the implementation thereof;
(2) Designating a licensed physician or physicians whom he deems qualified to perform abortions and to supervise directly the care of all patients undergoing abortion, including their post-operative care and follow-up; and
(3) Establishing standards for the observation of patients by nursing personnel during the post-operative period.
(c) Have a qualified obstetrician present on the premises at all times during the operative and post-operative period.
