This chapter shall apply to any cart or personal property which may come into the possession or custody of any department of the City pursuant to any other ordinance or regulation. Any person who violates any provision of this chapter shall be fined not more than fifteen dollars ($15.00); and not more than thirty dollars ($30.00) for each subsequent offense. (Ord. 15-1980.
