521.13 SPRINKLING BAN
   (a)    Whenever it appears imminent that there exists or will appear to exist a shortage of water, detrimental to the health and safety of the people of the City, it shall be the duty of the Mayor to issue his proclamation banning or prohibiting the use of water by sprinkling.
   (b)    Such proclamation shall be published in a newspaper of general circulation in the City, and such proclamation shall ban or prohibit such sprinkling for a period of seven days from the date of publication, unless a shorter period is set forth in the proclamation. Such proclamation shall not prohibit the issuance of a second or subsequent proclamation for a similar period beginning on the termination of the previous proclamation.
   (c)    After twenty-four hours from publication, the use of water for watering or sprinkling by hose, pipe or other means directly connected to the water supply, vegetable gardens, flower gardens, lawn and grass areas by any person is prohibited between 9:00 a.m. and 9:00 p.m.
   (d)    Notwithstanding any provision of this section to the contrary, whenever there exists a complete lack of water supply in any part of the City, it shall be the duty of the Mayor to impose a ban on the use of water, for those purposes enumerated in subsection (c) hereof between the hours set forth therein, in the area so affected or throughout the City or any part thereof as the Mayor shall deem proper within his discretion. Commencement of the ban on the use of water as authorized in this subsection (d) hereof, shall occur upon notice to the area of the City so affected by the ban and such ban shall continue for a period of twenty-four hours from the time of notice. Notice for the purpose of this subsection, shall be given by the use of loud speakers.
   (e)    Whoever violates this section is guilty of a minor misdemeanor.
