(a) No owner, occupant or person in charge of any lot or parcel of ground at any time shall cause or permit culverts, swails, yard drains, catch basins, underdrains or natural watercourses thereon to become obstructed, broken or to alter same, or to cause or permit any putrid or unsanitary substance to accumulate thereon.

(b) Whoever violates this section is guilty of a minor misdemeanor.
