11-3-3: PLANS AND SPECIFICATIONS FOR IMPROVEMENTS:
   A.   The subdivider shall submit proposed detailed grading plans of blocks and lots. The plan shall show proposed top of foundation grades and proposed lot line grading which, when completed, will provide for overland stormwater flow from all lots to streets or storm sewers without causing flooding or standing water.
   B.   After the approval of the preliminary plat and prior to filing an application for approval of a final plat, the subdivider shall submit to the village clerk two (2) complete copies of all plans and specifications, prepared by a licensed engineer, for required land improvements, and as required by the plan commission, and village council, detailed grading plans of lots and blocks. The village clerk shall forward one complete set of such copies of plans and specifications for land improvements and grading plans to the plan commission and one such set of plans and specifications to the village engineer. The village engineer, plan commission and other public officials having jurisdiction shall approve such plans and specifications or set forth the revisions necessary for approval within thirty (30) days after being provided the plans by the village clerk. Based upon the conditions of approval of the plans and specifications the subdivider shall have the plans and specifications revised accordingly covering such required land improvements. Such revised plans and specifications shall be approved or disapproved by the village engineer and village council, within thirty (30) days, and if approved, such approval shall be certified on the final plat.
      1.   Required Plans And Drawings: The engineer shall submit to the plan commission triplicate copies of the following plans, specifications, and cost estimates bearing his signature and the imprint of his seal:
         a.   Plans and specifications for street construction, including centerline profile and grade line of each street with a typical cross section of the roadway. The street plan shall show the locations of drainage structures and their sizes. The profile at grade lines shall be shown to a scale of one inch to one hundred feet (1" = 100') horizontal and one inch to ten feet (1" = 10') vertical (standard federal aid sheets are preferred).
         b.   Plans, details, and specifications of proposed storm drainage improvements.
         c.   Plans, details, and specifications of community water distribution systems and of proposed community water supply facilities.
         d.   Plans, details, and specifications of community sewerage systems and of community sewage treatment plants.
         e.   Plans, details, and specifications of proposed street lighting systems, street signs, and sidewalks.
         f.   Detailed grading plan as required in subsection A of this section.
         g.   The developer shall present a mature tree location and inventory plan sheet with his improvement plans. This tree inventory shall show which trees are to be saved and which are to be removed.
      2.   Supplementary Plans And Drawings: When unusual site conditions exist, the plan commission may require such additional plans, specifications, and drawings as are found necessary for an adequate review of the plat. The plan commission shall request this additional material from the subdivider by letter, stating therein the information requested and the particular of unusual site conditions which make this information necessary.
