All territory which may hereafter be added to the area of village zoning jurisdiction shall be considered to be zoned in the most restrictive zone district unless otherwise specified in the annexation agreement. Any areas which shall become added to the area of zoning jurisdiction of the village shall be studied by the plan commission and a public hearing may be held on the proposed use district prior to the inclusion of the territory within village jurisdiction.
