8-2-8: SEWAGE INPUT LICENSE AND FEE REQUIREMENTS:
   A.   Definitions: Unless the contract specifically indicates otherwise, the meaning of the terms used in this Section shall be as follows:
   BOD (Biochemical Oxygen Demand): The quantity of oxygen used in the biochemical oxidation of organic matter in five (5) days at twenty degrees (20°) Celsius, determined by standard laboratory test procedures and expressed in mg/l.
   mg/l: Milligrams per liter.
   SUSPENDED SOLIDS: Solids that either float on the surface of, or are in suspension in water, sewage, industrial wastes or other wastewaters; the quantity of which is determined by standard laboratory filtering test procedures and referred to as nonfilterable residue expressed in mg/l.
   B.   License and Fee Required: All owners, operators and drivers of tank trucks or other vehicles or devices who discharge septic tanks with larger commercial waste into the sewage system of the Village shall first obtain a license from the Village Clerk for a sum as set forth in Section 3-1-7 of this Municipal Code, and shall post a bond issued by the insurance company licensed to do business in the State of Illinois in the sum of five thousand dollars ($5,000.00) payable to the Village for the purpose of indemnifying the Village against any and all damage resulting from the use of the Village sewage system. In addition:
      1.   A sample of each load of materials to be discharged into the sewage system in the Village shall be taken by the plant operator to determine its safety and suitability for discharging into the sewage system of the Village. The charge for said testing shall be paid by the owner, operator or driver in the amount of fifteen dollars ($15.00) for testing of BOD, fifteen dollars ($15.00) for suspended solids and seven dollars ($7.00) for pH.
      2.   Dumping hours for tank trucks and other such devices are hereby restricted to the hours between seven thirty o'clock (7:30) A.M. to three o'clock (3:00) P.M. Monday through Friday excluding Village holidays.
      3.   All dumping and discharge of matter into the sewage system of the Village is further restricted to such areas and to such days as is specified by the treatment plant operator of the Village.
      4.   A ticket shall be made prior to the discharge of each load of material into the sewage system of the Village showing who the hauler or discharger is and from where the load was obtained. The ticket shall be signed by the driver of the vehicle transporting this material.
      5.   The fees for the discharging into the Village sewer system shall be twenty dollars ($20.00) per load, plus the following surcharge:
         a.   Surcharge Rate: The rates of surcharges for BOD and suspended solids shall be in accordance with the following schedules (based on metered sewage flow):

         b.   Computation of Surcharge (Special Industrial User Only): The volume and concentration of wastes shall be used for computing surcharges and shall be established by sewage flow metering and waste sampling. Waste sampling and testing by an approved laboratory shall be completed by the discharger as often as may be deemed necessary by the Village Council. The Village shall reserve the right to sample and test all discharges at any time. The Village shall establish discharge loads and surcharges based on either or both tests and this shall be binding as a basis for surcharges. (Ord. 92-23)
      6.   The village and its employees hereby retain the right to prohibit and deny all owners, operators, and drivers of tank trucks or other vehicles or devices the discharge of sewer waste. (Ord. 04-11, 6-15-2004)
