No consumer shall supply water to other persons, nor suffer them to take it except by special permission from the Superintendent of Water and Sewer or his agents. Where such permission is granted, the owner of the service from which the water is taken shall be responsible for payment of the rates. (Ord. 85-05, 6-5-1984)
