By registering a vacant building, the owner consents to an enforcement officer inspecting the premises for the purpose of enforcing and assuring compliance with the provisions of this chapter. Upon written request of the enforcement officer, the owner shall provide reasonable access to all interior portions of a vacant building in order to permit a complete inspection. The inspection shall be scheduled at a date and time convenient for both the owner and enforcement officer. Nothing contained herein will diminish the owner’s right to insist upon the enforcement officer obtaining an administrative search warrant before conducting any inspection.
