A. A notice to abate may be given to a property owner, occupant or person receiving the most current tax bill in any of the following ways:
1. Personal delivery of the notice upon any person of age fourteen (14) years or older found at the subject property;
2. By certified mail, return receipt requested, addressed to the subject property owner or occupant or to the address used for mailing of the most recent property tax bill. The date of service shall be the day following the date upon which the notice is delivered to the United States Post Office. Notice shall be deemed provided, regardless if the person to whom the notice was sent signs the return receipt or actually receives the mailing; or
3. Posting in a conspicuous place near the main entrance to the subject property or improvement on the subject property.
B. As an alternative to the notice of abatement and service procedure described above, for any weeds, grass, or plants (other than trees, bushes, flowers, garden plants or other ornamental plants) that grow to a height exceeding ten inches, any officer of the village may cause to be published in a newspaper of general circulation within the village limits once each week for two (2) consecutive weeks during the spring or summer months of each year a notice informing all owners and persons in control of any vacant lot or any lot with an unoccupied structure that the growth of weeds, grasses or plants to a height or length of more than ten inches (10") on any such lot is contrary to the ordinances of the village. The notice shall further inform the public that should the weeds, grasses or plants ever grow to more than ten (10) inches in length or height, the village may cut the weeds, grasses or plants without further notice and the owner or person in control shall be liable to the village for such costs.
