The summer festival commission shall have all of the necessary powers for the planning of the annual village of Seneca summer festival, including, but not limited to, setting a price for booth spaces, regulating the construction and size of said booth, the right to assign space and location to all vendors/exhibitors, to limit what kind of merchandise is allowed on the premises to be sold, and to regulate the food vendors.
