The summer festival commission shall adopt such rules and bylaws for the governing of the commission as it shall deem necessary, except that such rules and bylaws shall in no way be in conflict with the ordinances of the village nor the laws of the state. Said rules and bylaws shall be subject to council approval. Fifty percent (50%) or more of the listed memberships of the commission shall constitute a quorum thereof. (Ord. 01-11, 6-19-2001)
