2-3-6: EMERGENCY MANAGEMENT POWER OF THE MAYOR:
   A.   The mayor shall have the general direction and control of the Seneca emergency management agency and shall be responsible for the carrying out of the provisions of this section.
   B.   The mayor shall annually notify the Illinois emergency management agency of the manner in which the municipality is providing or securing emergency services, identify the division head of the agency or department from which the service is obtained and furnish additional information relating thereto as required by the Illinois emergency management agency.
   C.   In performing his duties under this section, the mayor is authorized to cooperate with state and federal governments and with other municipalities and political subdivisions in all matters pertaining to emergency services operations defined in this section.
   D.   In performing his duties under this section, the mayor is further authorized:
      1.   To make, amend and rescind all lawful necessary orders, rules and regulations to carry out the provisions of this section within the limits of the authority conferred upon him.
      2.   To cause to be prepared a comprehensive plan and program for the emergency services of this municipality, which plan and program shall be integrated into and coordinated with emergency services plans and programs of the federal and state governments and other political subdivisions whenever possible and which plan and program may include:
         a.   Prevention and minimization of injury and damage caused by disaster.
         b.   Prompt and effective response to disaster;
         c.   Emergency relief;
         d.   Identification of areas particularly vulnerable to disasters;
         e.   Recommendation for zoning, building and other land use controls, safety measure for securing permanent structures and other mitigation measures designed to eliminate or reduce disasters or their impact;
         f.   Assistance to local officials in designing local emergency action plans;
         g.   Authorization and procedures for the erection or other construction of temporary works designed to mitigate danger, damage or loss from flood or other disaster;
         h.   Preparation and distribution to the appropriate municipal officials of a municipal catalog of federal, state and private assistance programs;
         i.   Organization of municipal manpower and chains of command;
         j.   Coordination of federal, state and local emergency management activities;
         k.   Other necessary matters.
      3.   In accordance with such plan and program for the emergency services of this municipality, and out of funds appropriated for such purposes, to procure and preposition supplies, medicines, materials and equipment to institute training programs and public information programs, and to take all other preparatory steps including the partial or full mobilization of emergency services agencies in advance of actual disaster to ensure the furnishing of adequately trained and equipped forces for disaster response and recovery.
      4.   Out of funds appropriated for such purposes, to make such studies and surveys of the industries, resources and facilities in this village as may be necessary to ascertain the capabilities of the village for emergency services phases of mitigation, preparedness, response and recovery and to plan for the most efficient emergency use thereof.
      5.   The mayor is authorized to designate space in a municipal building, or elsewhere, for the Seneca emergency management agency office.
      6.   The mayor may exercise the emergency power and authority necessary to fulfill his general powers and duties as defined by law. The judgment of the mayor shall be the sole criteria necessary to invoke emergency powers provided by this chapter. The village council may convene to perform its legislative and administrative powers as the situation demands and shall receive reports relative to the emergency service activities. Nothing in this chapter shall be construed as abridging or curtailing the powers or restriction of the mayor and/or village council as defined by law.
      7.   In accordance with such plan and program for the emergency services and disaster preparedness, response and recovery of this municipality, and out of funds appropriated for such purposes, to procure and preposition supplies, medicines, materials and equipment to institute training programs and public information programs, and to take all other preparatory steps, including the partial or full mobilization of emergency management organizations in advance of actual disaster to ensure the furnishing of adequately trained and equipped forces for disaster operations.
      8.   Out of funds appropriated for such purposes, to make such studies and surveys of the industries, resources and facilities in this municipality as may be necessary to ascertain the capabilities of the municipality for disaster operations and disaster preparedness, response and recovery, and to plan for the most efficient emergency use thereof.
      9.   The village council may, on recommendation of the mayor, authorize any purchase or contracts necessary to place the village in a position to combat effectively any disaster, and to protect the public health and safety, protect property and provide emergency assistance to victims in the case of such disaster. In the event of any disaster, the mayor is authorized on behalf of the village, to procure such services, supplies, equipment or materials, as may be necessary for such purposes in view of exigency, without formalities normally prescribed by law. If the village council meets at the time of such disaster, the village mayor shall act subject to the directions and restrictions imposed by the village council. (Ord. 05-12, 11-1-2005)
