§ 71.02 ROLLERBLADES, ROLLER SKATES AND THE LIKE.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly requires a different meaning.
      BUSINESS DISTRICT.
         (a)   Sidewalks on Main Street within an area bounded on the north by County Line Road, on the south to SE 4th and one block east and west of Main Street;
         (b)   Highway 60 East area bounded on the north by County Line Road and Main Street on the west; and
         (c)   The part of the town so designated by the Board of Trustees.
      OPERATE. To ride on or upon or control the operation of rollerblades, roller skates or a skateboard.
      OPERATOR. Every person who operates or is in actual physical control of rollerblades, roller skates or a skateboard.
      ROLLER SKIS. A pair of skis platformed with wheels attached which is intended to simulate skiing.
      ROLLERBLADES/ROLLER SKATES. A shoe with wheels attached or a device with wheels which is designed to be attached to a shoe.
      SKATEBOARD. A device for riding upon, usually while standing, consisting of an oblong piece of wood or other composition, mounted on skate wheels.
   (B)   Use restrictions.
      (1)   It is unlawful for any person to operate rollerblades, roller skates, roller skis or a skateboard under the following circumstances:
         (a)   On a public sidewalk, street or public parking lot within the business district;
         (b)   On private property of another without the express permission to do so by the owner or occupant of the property; or
         (c)   In any careless, reckless or negligent manner so as to endanger or be likely to endanger the safety of any person or property of any other person.
      (2)   Any person operating rollerblades, roller skates, roller skis or a skateboard upon a street shall ride as close as possible to the right-hand curb or edge of the street.
      (3)   Every person operating rollerblades, roller skates, roller skis or a skateboard upon a street shall observe the same rules of the road as required of bicycles. Every person operating rollerblades, roller skates, roller skis or a skateboard shall yield the right-of-way to all pedestrians approaching on the sidewalk or sidewalk area and, upon entering the street, shall yield the right-of-way to all vehicles approaching on the street.
