521.01 DEFINITIONS.
   For the purposes of this chapter the following words and phrases shall have the following meanings ascribed to them respectively.
   (a)   “Bags” means plastic sacks designed to store refuse with sufficient wall strength to maintain physical integrity when lifted by the top. Total weight of a bag shall not exceed thirty five pounds. The size of the bag shall not exceed forty (40) gallons.
   (b)   “Garbage accumulation of” means animal, vegetable and/or other matter, that results from the preparation, processing consumption, dealing in, packing, canning, storage, transportation, decay or decomposition of meat, fish, foul, birds fruits, grains or other animal or vegetable matter which is likely to attract flies or rodents.
   (c)   “Infestation” means the presence within or contiguous to a structure or premises of insects, rats, rodents, vermin or other pests.
   (d)   “Litter” means refuse, rubbish and garbage, and all other solid waste material which, if thrown, blown or deposited in unreasonable quantities, would tend to create a danger to the public health, safety or welfare.
   (e)   “Refuse” means all putrescible and unputrescible solid waste (except human waste) including, but not limited to garbage, rubbish, solid market or industrial waste or dead animals.
   (f)   “Rubbish” means any solid waste, including, but not limited to, wire, chips, shavings, bottles, glass containers, broken glass, crockery, tin or aluminum cans, cast or wooden ware, boxes, rags, paper goods, boots, shoes, tires, broken cement, tree stumps, tree branches, limbs or trimmings, grass cuttings, dead plants, weeds, leaves, old wood piles and any waste material of any kind.
