(a) No owner or keeper of a dog, cat or other domestic animal shall abandon such animal.
(b) The term "abandon" (or "abandonment") does not apply to the Trap, Neuter, and Return of community cats as more particularly provided in Section 505.17
.
(c) Whoever violates this section is guilty of a misdemeanor of the second degree on a first offense and a misdemeanor of the first degree on each subsequent offense.
