(a) The City Manager may issue such temporary parking regulations to permit or prohibit vehicle parking on the public streets and highways of the Municipality in derogation of the parking regulations legally established in this chapter or under authority of Chapter 305 during weather emergencies.
(b) Any such emergency parking prohibition or plan shall be in writing and shall be delivered to the Mayor, newspaper and broadcasting service at least twenty-four hours before becoming effective; and shall be effective for not longer than thirty days.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
