(a) No person shall place or knowingly deposit any article or thing whatsoever upon any treelawn within the Municipality, except such substances that may be placed there by proper authority for the repair or construction of the public streets, water lines, sanitary or storm sewer lines, etc., and except for such articles which may be required to be stored or placed there by health or sanitation laws.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
