The Commission, by a majority vote of those in attendance at a meeting with a Quorum of Members present, may establish and promulgate Rules and Regulations for the business of the Commission, including, but not limited to time period for preservation of records, procedure for microfilming records and procedure for destruction of records, which are not inconsistent with this chapter or the Charter. Parliamentary procedure shall follow the most current edition of Robert's Rules of Order. The Commission shall elect a Chairman and Secretary for purposes of conducting business at a meeting.
