151.06 COSTS OF PUBLIC RECORDS.
   There is no charge for visual inspection of public records at the Municipal offices. Charges for copies of public records are set forth herein, unless a separate cost schedule is adopted by the Manager, as provided herein. In any event, the charge for copies will not exceed the "actual cost" of the copy.
   (a)    "Actual cost" means the cost of depleted supplies, records storage media costs, actual mailing and alternative delivery costs, or other transmitting costs, and any direct equipment operating and maintenance costs, including actual costs paid to private contractors for copying services.
   (b)    Unless otherwise determined by the Manager, the actual cost of copies of public records is hereby initially established to be five cents ($.05) per page (exclusive of any costs for mailing).
   (c)    The Manager is hereby authorized to determine, from time to time, the actual cost of copies of public records. Upon making such a determination, the Manager must file the determination with the Clerk of Council.
