(a) The office of Deputy Service Director within the Department of Public Service of the City is hereby established and created.
(b) The office or position of Superintendent of the Division of Streets and Parks is hereby combined into and with the office of Deputy Service Director effective upon the passage of this section; and the office or position of Superintendent of the Division of Water and Sewer, is hereby combined into and with the office of Deputy Service Director effective May 1, 1983.
(c) The duties of the Deputy Service Director shall be as follows: Subject to the supervision and direction of the City Manager as head of the Department of Public Service, he shall direct and supervise the work, administration and services provided by all divisions, offices, bureaus or agencies within the Department of Public Service, as well as exercising all powers and authority and fulfilling all duties heretofore exercised and fulfilled by the Superintendents of the Divisions of Water and Sewer and Streets and Parks.
