All drafts, checks and other negotiable instruments or orders drawn against all of the accounts of the Municipality in its duly established depositories shall be signed and executed on behalf of the Municipality by any of the following officials, to-wit: the Mayor-President of Council, the Municipal Manager, and the Clerk of Council designated by the Village Manager; provided however, that the signature of at least two of the foregoing named officials shall be required on each such draft, check, instrument, or order.
