The limit of expenditures which the Manager may not exceed without the approval of Council for the purchase of supplies, equipment or materials or to provide labor for work to be performed under a contract for a public improvement, as specifically authorized by the provisions of Section 10.05(a) of the Charter is hereby established as the sum of fifteen thousand dollars ($15,000).
