147.25 COMPENSATION FOR TRAINING.
   (a)   Any employee that attends any training session, school or seminar which has previously been approved the Village Manager during regularly scheduled work hours, shall be compensated for such time spent in attendance, including travel time to and from said training up to but not more than eight (8) hours straight time in any one day. This provision or any other provisions of this chapter shall not be construed to permit multiple compensation.
   (b)   Volunteer Firefighters who attend a regularly scheduled work night or a training session shall be paid an additional two (2) hours additional compensation at the base rate set forth in the master wage ordinance. This section shall be construed to allow compensation for each work night attended or training session, that is, compensation is cumulative.

147.27 TESTIMONY IN COURT.
   Any off duty member of the police department, subpoenaed to attend court, for matters arising from police duties, shall be entitled to compensation in the amount of two (2) hours paid at one and one half (1½) times the employee's base rate of pay as set forth in the master wage ordinance.

147.29 JURY DUTY.
   Each full time employee of the Village called for service for Federal or State Service on a Jury or Grand Jury shall be paid their base pay at the rate set forth in the master wage ordinance until discharged from duty by the court. Any payment received from the government entity for appearing as a juror shall be paid by the employee into the Village general fund.

147.31 MILEAGE.
   Any employee who uses his/her private vehicle for Village purposes with authorization form his/her supervisor shall be reimbursed according to the latest rate established by the Internal Revenue Service. Application for reimbursement must be made on a form issued by the Village and signed by the employee and approved by the Supervisor.

147.33 HEALTH COVERAGE.
   (a)   The Village will pay on a monthly basis, ninety percent (90%) of the premium for hospitalization and major medical coverage for all full time employees in accordance with for the Village's Insurance carrier. The Village has complete discretion to change plans or carriers at any time. The remaining ten percent (10%) of the premium cost for health insurance shall be paid by wage withholding from the employee's pay on a bi-weekly basis.
   (b)   Those employees who obtain alternative health insurance shall receive one thousand two hundred dollars ($1,200.00) paid in equal monthly instalments from the Village of Sebring as an incentive to obtain such insurance. Those employees must provide an insurance card establishing the coverage is in place.
   (c)   Each full time employee shall be entitled to reimbursement for eye, dental care expenses for the employee or his/her family as the same is defined in the Village's Medical Insurance Plan up to a maximum of four hundred dollars ($400.00) each calendar year. Any unused portion of this allowance may be accumulated up to an amount of six hundred dollars ($600.00).

147.35 UNIFORM ALLOWANCE FOR POLICE OFFICERS AND TELECOMMUNICATORS
   (a)   An annual credit in the amount of twelve hundred dollars ($1,200.00) be established for the Chief of Police, Sergeant, and full time police officers for the purpose of providing new or replacement uniforms.
   (b)   An annual credit of four hundred fifty dollars ($450.00) be established for each full time Telecommunicator for the purpose of providing new or replacement uniforms.
   (c)   An annual credit in the amount of three hundred dollars ($300.00) be established for part time police officer or Telecommunicators that have more than two (2) years of service in their most recent hiring for the purpose of providing new or replacement uniforms.
   (d)   An annual credit in the amount of four hundred dollars ($400.00) be established for part time police officers and telecommunicators that have four (4) years of service with the Village for uniforms.
   (e)   At the first time appointment of a part-time police officer or dispatcher, the employee be issued two (2) uniforms.
   (f)   All expenditure for uniform allowance must receive prior approval from the Chief of Police. Appropriate forms will be made available to employees for application to expend funds. All expenditures require a purchase order from the Finance Director.

147.37 CLOTHING ALLOWANCE
   (a)   The Service Department is defined as employees from the street department, water treatment department, storm water maintenance, wastewater distribution, and Parks Department.
   (b)   All full time employees of the Service Department are entitled to a six hundred dollar ($600.00) clothing allowance. All Department Heads are required to oversee the purchase of allowable clothing as set forth below. Any requests for reimbursement from the clothing allowance shall be on forms provided by the Village. The form will be presented to the department heads along with a receipt for the item and the employee will show the item purchased to the department head.
   (c)   Acceptable items of clothing for the annual allowance shall include: acceptable work boots; coats (i.e. safety yellow coats) bibs; coveralls; wool caps; winter coats; winter gloves; work gloves. All items of clothing must be OSHA compliant. The employee should consult the Deputy Service Director if there is any question about the acceptability of the item. Employees are expected to dress appropriately for work.
   (d)   Service Department employees shall purchase and wear a "safety colored coat" that complies with OSHA standards. Other colored coats are acceptable as long as the employee purchases an OHSA compliant safety colored vest and wears the same when working in the roadway.
   (e)   The Department Heads are responsible to make any determination of appropriate dress for employees. All items purchased through the clothing allowance are to be only worn for work purposes. It is prohibited to wear any item purchased with the clothing allowance for personal use.
