No contractor, agent or officer of the Village, having charge of, or occupying any street, lane or alley, either for the purpose of paving capable of, improving or grading, shall permit the same to be in a condition dangerous to life or health, or permit any water, dirt, filth or rubbish to accumulate on such street or alley, while the same is under his charge, and such person shall at all times obey all orders of the Village Manager which may be, from time to time issued.
