Subject to the restrictions contained in Section 3.10
of this Charter as to special council meetings, any member of the Council may, at a regular or special meeting or at any adjournment thereof, introduce any ordinance, resolution, or motion concerning any subject whatever. Ordinances and resolutions shall be introduced only in written or printed form, and shall contain a concise title.
