1521.05 AMENDMENTS.
   Section 28.1 “Bonfires and Outdoor Rubbish Fires” of the Fire Prevention Code, is modified and amended to add new subsections “d” and “e” as follows:
   d.   Times of Burning.
No person shall kindle or maintain any bonfire or rubbish fire except between the hours of 8:00 a.m. and 7:00 p.m.
   e.   Nuisance Fires.
No person shall burn any materials which emit dense smoke, noxious fumes or odors, or create other dangerous or offensive conditions.

1521.06 ENFORCEMENT.
   (a)   The Fire Prevention Code shall be enforced by the Fire Division.
   (b)   The Manager may detail such members of the Fire Division as inspectors as shall from time to time be necessary. The Chief of the Fire Division shall recommend to the Manager the employment of technical inspectors.
1521.07 MODIFICATIONS.
   The Chief of the Fire Division with the approval of the Manager, shall have power to modify any provision of the Fire Prevention Code upon application in writing by the owner or lessee, or his duly authorized agent, when there are practical difficulties in the way of carrying out the strict letter of the Code, provided that the spirit of the Code shall be observed, public safety secured, and substantial justice done. The particulars of such modification when granted or allowed and the decision of the Chief of the Fire Division thereon shall be entered upon the records of the Division and a signed copy shall be furnished the applicant.
1521.08 APPEALS.
   Whenever the Chief of the Fire Division shall disapprove or refuse to grant a license or permit applied for, or when it is claimed that the provisions of the Code do not apply or that the true intent and meaning of the Code have been misconstrued or wrongly interpreted, the applicant may appeal from the decision of the Chief of the Fire Division to an Appeals Board consisting of the Manager, an interested solicitor and the Mayor-President of Council within thirty days from the date of the decision of the appeal.
