The Manager shall with the advice and consent of Council, commence a civil suit against the owner or owners of record to recover the total costs incurred in removal, repair or securement of any insecure, unsafe or structurally defective building or structure unfit for human habitation. The civil suit shall be in lieu of certifying the total cost to the Mahoning County Auditor as set forth in Section 1395.03(g).
