(a) Upon receipt of the notice as set forth above, the Manager may enter into a written contract with the owner or owners of record or the holders of liens of record for the performance of the removal, repair or securement of the insecure, unsafe or structurally defective building, including a building or structure unsafe for human habitation. The contract shall provide for the recovery of not less than all of the total cost incurred in the removal, repair or securement of any insecure, unsafe or structurally defective building or structure, including a building or structure unfit for human habitation.
(b) The Manager shall not enter into a contract that extends the date certain contained in the notice requirement set forth in Section 1395.03(c).
