The operator shall pay a permit fee of two hundred fifty dollars ($250.00) to the City and provide five thousand dollars ($5,000) cash bond insuring that all requirements and timetables are met. Such bond shall be released upon written certification by the Building Inspector that the installation of all operating equipment is complete and operational and that the land restoration is in compliance with the plan submitted.
