Every business establishment containing any outdoor provision for parking vehicles to which the public is invited or which the public is permitted to use, whether such use is for a fee or gratis, shall be equipped with trash container. The trash containers required hereby shall be leakproof and shall have a capacity of not less than twenty gallons nor more than fifty gallons. Such containers shall be or be painted white in color and shall have conspicuously printed thereon the word "trash" in letters at least three inches high. Such containers shall be designed and/or constructed so as not to be easily tipped or knocked over. There shall be at least one such trash container for each ten vehicles for which parking spaces are provided. Outdoor parking areas shall be kept in a clean and sanitary condition. All litter shall be removed from trash containers when the same are filled, and not less than once a week. It shall be the duty of the person charged with or maintaining such business establishment to see to it that this section is complied with.
