(a) The Municipal Electrical Inspector, or his authorized deputy, shall make a thorough inspection of each and every job before the service is rendered. He shall keep a permanent record in his office or in his custody and control and shall furnish the lighting or power company with a certificate of inspection. Any building with service disconnected shall be reinspected before service is re-established.
(b) The Municipal Electrical Inspector may, after due inspection, order service discontinued until such time as all wiring is put in a safe condition.
