1143.06 VISITOR ACCOMMODATION FACILITY.
   As used herein, a Visitor Accommodation Facility shall be a converted, single family residential dwelling used as an Inn which meets all of the following criteria:
   (a)   Has the outward appearance of a single family dwelling with no alterations indicating business other than a sign as provided in Section 1143.03 (c).
   (b)   Provides for off-street parking of not less than one space per guest suite.
   (c)   Has not less than ten nor more than eighteen guest suites providing living space of not less than 120 square feet per suite.
   (d)   Has a bath to room ratio of not less than one to three. As used in this subsection, bath shall include a water closet, lavatory, and tub or shower.
   (e)   No long term rental shall be permitted. The maximum stay for any guest shall not exceed seven days.
   (f)   Cooking facilities shall not be provided in guest room.
   (g)   The operator shall comply with all tax and business permits, occupancy permits, health and food handling permits, fire safety approvals, access rules and regulations, signage and liquor laws and regulations.
   (h)   The owner shall have liability and extended coverage for the benefit of guests and business invitees in an amount of not less than one hundred thousand dollars ($100,000) per person; three hundred thousand dollars ($300,000) per occurrence.
   (i)   Each operator shall keep a list of the names and dates of occupancy of all persons staying at the Inn.
   (j)   No alcoholic beverages shall be permitted for sale on the premises.
   (k)   Applicants for an Inn shall submit floor plans; along with an application and permit fee.
The requirements set forth in Section 1143.05 (a) shall be continuing in nature and subject to review by the City Engineer, Zoning Inspector, Building Inspector, Fire Chief or their Agents.
