1135.04 ZONING ADMINISTRATION AND REQUESTS FOR CHANGES; FEES.
   (a)    All requests for variances and/or conditional use permits addressed to the Planning Commission (Board of Zoning Appeals) shall be accompanied by a fee in the amount of fifty dollars ($50.00) and no such request shall be submitted to or considered by the Planning Commission (Board of Zoning Appeals) until such fee is paid to the Finance Director. The fee shall be in the nature of a deposit to defray the costs of the Commission in reviewing the request. In the event that the applicant fails to appear at any Commission meeting at which his request is to be considered, the fee shall be retained in full by the Finance Director. If, however, the applicant should appear at such meeting, then one-half of the fee shall be refunded to the applicant by the Finance Director.
   (b)    All requests for any type of zoning change or rezoning shall be addressed to Council and shall be accompanied by a fee of two hundred fifty dollars ($250.00) to help defray the expenses of notice, hearings and publications which shall be incurred if such request is pursued; and no such request shall be submitted to or considered by Council until such fee is paid to the Finance Director.
   (c)    All moneys received as fees under subsections (a) and (b) hereof shall be deposited in the General Fund of the City.
