Where topography and other physical conditions make full compliance with the minimum required improvements of this chapter an undue hardship upon the owner, the Planning Commission may allow permissible variances, provided that, the public welfare and the interest of the Municipality are thoroughly protected and the general intent and spirit of these Regulations are enforced.
