1111.02 INTERPRETATION AND PURPOSE.
   (a)    In their interpretation and application, the provisions of these Regulations shall be held to be the minimum requirements adopted for the protection of the public health, safety and welfare. To protect the public, among other purposes, such provisions are intended to provide for permanently wholesome community environment, adequate municipal services and safer streets and highways.
   (b)    The purpose of these Regulations is to secure an orderly, efficient and economic development of the Municipality. To this end:
      (1)    Subdivided land shall be of such character that it can be used safely for building purposes without danger to health or peril from fire, flood or other menace.
      (2)    Proper provision shall be made for adequate drainage, water, sewerage and other needed improvements.
      (3)    All proposed lots shall be so laid out and of such size as to avoid congestion of population and shall be in harmony with the development pattern of the neighboring properties.
      (4)    Land shall not be subdivided where the results of such subdivision would place a disproportionate burden on public funds in supplying public services.
