(a) No person, without first obtaining a permit or permission of the Parks and Recreation Board shall engage in any of the following activities within the playgrounds or parks:
(1) Offer anything for sale.
(2) Post or display any sign, banner or advertisement.
(3) Deliver any public speech.
(4) Obstruct in any way, any roadway or path.
(5) Discharge any firearm or fireworks.
(6) Hold any picnic at a place not designated for that purpose.
(7) Hold any public meetings or engage in any marching or driving as members of a military, political or other organization.
(8) Build any fire except at places provided for that purpose.
(9) Climb any tree or tie any horse to a tree.
(10) Enter any place upon which the words “No Admittance” shall be displayed.
(11) Play baseball, or any other games at a place not designated for that purpose.
(12) Enter or leave the playgrounds or parks except at the established ways of entrance and exit.
(13) Carry any shrubs or flowers, firearms, slingshots, axes, saws, shovels and spades within the playgrounds or parks.
(14) Park any vehicle after sundown or before sunup except when using park or playground regulations governing the use of such facilities.
(15) Drive or operate any vehicle, including motor vehicles, motorcycles, motorized bicycles, bicycles, machinery, heavy equipment, trucks, off- road motorcycles, etc.
(b) No parent, guardian or person in loco parentis of any juvenile shall suffer or permit such juvenile to violate any of the prohibitions of subsection (a) hereof.
