All charges in arrears and delinquent hereunder shall bear interest at the statutory rate, and constitute a lien upon the real property affected. The Stormwater User Fees which remain unpaid for a period of thirty days shall be assessed against the property to which the Stormwater User Fee is rendered and shall be lien against such property collectible in the same manner as other taxes and assessments. It shall be the duty of persons purchasing the property to ascertain all unpaid Stormwater User Fees outstanding against the property.
