Charges shall become due and payable on the first day of January, April, July and October. Charges shall constitute a lien upon the property served by such connections, and if not paid within ninety days, shall be collected in the same manner as other Municipal taxes, and if not paid by the last day of January, April, July and October, the Municipality reserves the right to shut off service without further notice.
