It is determined and declared to be necessary and conducive to the protection of public health, welfare and convenience of the Municipality, to levy and collect an annual charge or rental upon all lots and premises served by sewer connections with the sanitary sewerage system of the Municipality, to pay a part of the costs and expense of maintaining and operating a sanitary sewerage system and the sewage treatment works of the Municipality.
