(a) All persons or companies excavating, digging or tunneling in public streets, alleys or public grounds in the Municipality shall complete the work necessary in excavating, digging or tunneling without delay and shall notify the Service Director of the completion thereof not later than noon of the day upon which such work has been completed. The Director shall cause such excavations or tunnels to be filled in and put in proper condition at the expense of the applicant or permit holder.
(b) Such applicants or permit holders shall pay to the Municipality the cost for refilling the excavations or tunnels.
