Such license shall be issued upon the presentation of evidence satisfactory to the Safety Director that the applicant is qualified and has the experience and training to engage in tree trimming and tree surgery work for hire, provided that the applicant shall first furnish, and during the life of the license hereinafter referred to shall maintain in effect, a policy of public liability insurance, in a company licensed to do such business in the State of Ohio, with liability limits of ten thousand dollars ($10,000) against property damage loss, and fifty thousand dollars ($50,000) against liability for personal injuries sustained or suffered by anyone because of the negligent act of such applicant, his agents and employees.
