(a) The Safety Director shall revoke the license of any taxicab operator who is convicted of violating any of the terms of this chapter, the Traffic Code, or the laws of the State of Ohio, relating to motor vehicles.
(b) Upon revocation of any license issued hereunder, the Safety Director shall cause written notice thereof to be served upon the licensee or left at his place of business and it shall be the duty of the licensee to deliver his license to the Safety Director and thereafter it shall be unlawful for the licensee to engage in the business of operating a taxicab for the remainder of the period covered by such license and no new license shall be issued to the licensee during that period.
