A person who is riding in, or by means of, any coasters, toy vehicle or similar device shall not go on any roadway, except while crossing a street on a crosswalk. When crossing a street on a crosswalk, the person shall be granted all of the rights and shall be subject to all of the duties applicable to pedestrians.

(A) It shall be unlawful for any person to operate or use skate boards, roller blades, roller skates or roller skis or similar devices in an unsafe or careless manner in the village, including any private parking lots open to the public.
(B) Operators of skate boards, roller skates, roller blades, roller skis or similar devices shall yield the right of way to other pedestrians on any public sidewalks and shall not otherwise endanger or interfere with pedestrian traffic on sidewalks.

(A) For a first offense, a written warning may be issued to the offender and no fine imposed.
(B) If the offender is under the age of 17 years, a parent or guardian of the offender may be notified and may be handed or mailed a copy of the written warning.
