Garbage and rubbish shall be collected by the village-approved contractors or village personnel at times and pursuant to rules and regulations established by the Sanitation Officer. These rules and regulations shall be published in a newspaper in general circulation in the village at least once before the rules and regulations become effective and as often as the Sanitation Officer shall deem necessary.
