(A) No unauthorized person shall uncover, make any connections with, or opening into, use, alter or disturb any public sewer or appurtenances thereof, without first obtaining a written permit from the Village Council. Before a permit may be issued for excavating for plumbing in any public street, way or alley by anyone other than an individual property owner digging his or her own sewer connection by hand, the person applying for the permit shall have executed unto the village and deposited with the Treasurer a corporate surety in the sum of $1,000 conditioned that he or she will perform faithfully all work with due care and skill and in accordance with the laws, rules and regulations established under the authority or any ordinances of the village pertaining to plumbing. This bond shall state that the person will indemnify and save harmless the village and the owner of the premises against all damage, costs, expense, outlays and claims of every nature and kind arising out of unskillfulness or negligence on his or her part in connection with plumbing or excavating for plumbing described in this subchapter. The bond shall remain in force and must be executed for a period of two years, except that on expiration, it shall remain in force as to all penalties, claims and demands that may have accrued thereunder prior to the expiration.
(B) (1) There shall be two classes of building sewer permits:
(a) For residential service; and
(b) For service to establishments producing industrial wastes.
(2) In either case, the owner or his or her agent shall make application on a special form furnished by the village. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the judgment of the Inspector. A permit and inspection of $35 for a residential or commercial building sewer permit and $100 for an industrial sewer permit. The capacity fee for a single-family residential dwelling is $1,500. Fees shall be paid to the Village Treasurer at the time the application is filed.
(C) All costs and expense incidental to the installation and connection of the building shall be borne by the owner. The owner or the person installing the building sewer for the owner shall indemnify the village from any loss or damage that may directly or indirectly be occasioned by the installation.
(D) A separate and independent building sewer shall be provided for every building where one building stands at the rear of another on an interior lot and no private sewer is available or can be constructed to the rear through an adjoining alley, courtyard or driveway, the building sewer from the front building may be extended to the rear building and the whole considered as one building sewer. Other exceptions shall be allowed only by special permission by the Superintendent.
(E) Old building sewers or portions thereof, may be used in connection with new buildings only when they are found on examination and test by the Inspector to meet all requirements of this subchapter.
(F) The sewer connection from the property or easement line to within five feet of the inside wall of any home or building shall consist of any one of the following kinds of pipe:
(1) Extra strength vitrified clay sewer pipe and fittings conforming to ASTM Designation C-200;
(2) Concrete sewer pipe and fittings conforming to ASTM Designation C-14;
(3) Asbestos cement sewer pipe conforming to ASTM Designation C-428-71, or the latest revision thereof, Class 2400;
(4) Extra heavy cast-iron soil pipe and fittings conforming to the current ASTM Specifications or the Department of Commerce standards; or
(5) PVC pipe conforming to ASTM Designation D-2665, Schedule 26.
(G) (1) All joints and connections shall be gas-tight and watertight. Joints on vitrified clay pipe and concrete pipe shall be made with recessed rubber rings conforming to ASTM Designation C-425.
(2) Asbestos cement pipe joints shall be of the rubber ring, flexible compression type complying with the pipe manufacturer's recommendations. All joints, including those on PVC pipe, shall conform to the manufacturer's specifications for the respective kind of pipe installed.
(H) The size of sewers from the property line to the building shall be six inches in diameter for all commercial buildings. Sewer connections to single-family residences may be four inches in diameter when cast-iron pipe or PVC pipe is installed in minimum lengths of five feet. All other kinds of pipe shall be six inches in diameter. The slope of all sewer connections from the property line to the outlet at the building shall be not less than one-eighth inch per foot, unless otherwise permitted by the Inspector.
(I) Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to or within three feet of any bearing wall which might thereby be weakened. All excavations required for the installation of a building sewer shall be open trench work, unless otherwise approved by the Inspector. Pipe laying and backfill shall be performed in accordance with the current ASTM Specifications, except that no backfill shall be placed until the work has been inspected by the Inspector or his or her representative.
(J) In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by those drains shall be lifted by approved artificial means and discharged to the building sewer.
(K) The connection of the building sewer into the public sewer shall be made at the "Y" branch designated for the property if the branch is available at a suitable location. Any connection not made at the designated "Y" branch in the main sewer shall be made only as directed by the Inspector.
(L) The applicant for the building sewer shall notify the Inspector when the building sewer is ready for inspection and connection to the public sewer. The connection shall be made under the supervision of the Inspector or his or her representatives.
(M) All excavations for building sewer installation shall be adequately guarded with barricades and lights so as to protect the public from hazards. Streets, sidewalks, parkways and other public property disturbed in the course of the work shall be restored in a manner satisfactory to the village.
