Charges for sewage disposal services to each premises within the village connected with the sewage disposal system shall be determined by the Council, shall be fixed by resolution, adopted and amended from time to time by the Council, which charges shall include a user’s fee in the following amounts:
(A) Effective April 1, 2005, the rates for the sewer charges will be based on a commodity rate based on water usage consumption and a ready to serve charge;
(B) Hickory Court residents, $26 sewer surcharge per month in addition to the commodity rate based on water usage consumption and a ready to serve charge; and
(C) Sanitary sewer rates are as follows:
